      <turbo:content><![CDATA[<header><h1>Tariff Increase: Reasons and Effective Dates</h1></header><figure><img alt="" src="https://static.tildacdn.com/tild6137-3262-4932-b662-643962386164/5.jpg"/></figure><div class="t-redactor__text"><strong>Dear residents of Tashkent,</strong><br /><br />We understand that the issue of rising hot water and heating tariffs is a cause for concern, and we are ready to explain the current situation in detail.<br /><br />On September 12, 2024, the Kengash of People's Deputies of the city of Tashkent approved a proposal to increase tariffs for residents and legal entities (except budget organizations) by 15%.<br /><br /><strong>Why are tariffs increasing?</strong><br /><br />The tariff increase has been driven by rising prices for energy resources — gas and electricity — which are essential for the production of heat and hot water.<br /><br />In 2023, electricity tariffs for businesses increased significantly. To cover these additional costs, we were forced to raise tariffs for budget organizations and other legal entities effective December 2, 2023.<br /><br />However, our residential tariff remained unchanged until the end of the 2023/2024 heating season. From April 2, 2024, it increased by 15%, which is significantly below the rate of growth in energy prices. This was the first residential tariff increase since 2019. As you can see, we are making every effort to keep tariff growth gradual and moderate in order to avoid sharp price hikes.<br /><br /><strong>What about subsidies?</strong><br /><br />The current residential tariff covers 16% of the base tariff. After the upcoming 15% increase, it will cover 18%. The remaining portion will continue to be compensated by government subsidies.<br /><br /><strong>When will the new tariffs take effect?</strong><br /><br />The decision of the Kengash of People's Deputies of the city of Tashkent is an intermediate step in the process of approving and applying the new tariff. The next steps are:<br /><br /><ol><li data-list="ordered">The Kengash's decision is forwarded for consideration to the Hokim of Tashkent.</li><li data-list="ordered">The draft decision of the Hokim is published on the portal <a href="http://www.regulation.gov.uz">www.regulation.gov.uz</a> for public review and discussion. The discussion period is 15 days.</li><li data-list="ordered">The Hokim of Tashkent signs the final decision. The tariffs will take effect 15 days after the publication of this decision.</li></ol><br />The date on which the tariffs take effect will be announced on the official resources of Veolia Energy Tashkent and in the media.<br /><br />We understand that a tariff increase is a significant burden. However, Veolia Energy Tashkent, like everyone else, depends on energy prices, which determine our costs. The tariff increase was a forced measure. The new tariffs will take effect on November 15, 2024.<br /><br />Based on the decision of the Tashkent City Kengash of People's Deputies No. VI-107-147-14-0-K/24 dated September 12, 2024, and the decision of the Hokim of Tashkent No. 773-14-0-Q/24 dated October 31, 2024, "On the Approval of New Regulated Prices (Tariffs) for Heating Services Provided by Veolia Energy Tashkent LLC":<br /><br />− the base tariff (664,465 soums/Gcal, excluding VAT) and the tariff for budget organizations (801,963 soums/Gcal, excluding VAT) remain unchanged;<br /><br />− the retail tariff for residents of multi-story residential buildings increases by 15% and will amount to 121,617 soums/Gcal (excluding VAT);<br /><br />− the tariff for legal entities increases by 15% and will amount to 244,497 soums/Gcal (excluding VAT).</div><img src="https://static.tildacdn.com/tild3534-3131-4364-a465-633863613532/1.png"><div class="t-redactor__text">The new tariffs will take effect 15 calendar days from the date of this publication, i.e. from <strong>November 15, 2024.</strong><br /><br />In accordance with Clause 95 of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 194 dated July 15, 2014, when a consumer makes advance payments (prepayments) for heating and hot water supply services, the supplier (Veolia Energy Tashkent) applies the tariffs that were in effect at the time of payment (for the period covered by the advance payments, but not exceeding 12 months).</div>]]></turbo:content>

Smart Meter Installation</strong> Since December 2024, a smart meter installation program has been gradually rolled out across Tashkent. These meters automatically transmit readings without any action required from consumers. Installation is carried out free of charge as part of a 4-year investment program. Currently, some readings are already being transmitted automatically. A full transition to automatic meter reading is planned by the end of 2028, in accordance with the investment program, as it involves the phased modernization of infrastructure and installation of additional equipment. Once all work is completed, the meter reading process will be fully automated.<br /><br /><strong>4. Instant Billing</strong> An instant calculation system has been introduced, whereby consumption calculation and balance updates are performed immediately after meter readings are submitted. This means consumers can see their current balance and charges in real time, without waiting for the end of the billing period. This approach improves billing transparency and allows consumers to promptly monitor their consumption and payments.<br /><br /><strong>5. Separate Billing by Service Type</strong> In the personal account, charges are displayed separately for each type of utility service — heating and hot water supply are shown individually. This allows consumers to clearly see which service they are being charged for and in what amount. It simplifies understanding of the payment structure and eliminates the merging of different services into a single sum. Separate display also makes it easier to verify the accuracy of charges and carry out reconciliation when questions arise, thereby increasing overall billing transparency.</div>]]></turbo:content>

      <turbo:content><![CDATA[<header><h1>About Situation with Smart Hot Water Meters in Tashkent</h1></header><figure><img alt="" src="https://static.tildacdn.com/tild6431-6334-4433-b063-373835633131/photo.jpg"/></figure><div class="t-redactor__text">Recently, social media and various publications have been discussing the topic of smart hot water meters, with concerns being raised that the installed devices do not always transmit readings automatically.<br /><br /><strong>What is actually happening</strong><br /><br />The hot water meters installed in a number of Tashkent districts are modern ultrasonic digital meters that technically support remote data transmission. Their selection and procurement are carried out within the framework of approved heating system modernization programs. All installed devices comply with current technical requirements.<br /><br />At the same time, automatic transmission of readings depends not only on the meter itself, but also on the communication infrastructure, which includes:<br /><br />· receiving antennas, · data transmission channels.<br /><br />At the current stage, coverage of the receiving infrastructure is not yet complete. In certain buildings:<br /><br />· the signal from the meter may not reach the antenna; · the structural features of buildings may hinder stable data transmission; · in some cases, external radio frequency conditions affect signal reception quality, including the location of objects that may reduce the stability of wireless communication; · obtaining permits for the activation of new antennas is also required, which involves regulated procedures. The Company is making every effort to accelerate and streamline this process.<br /><br />If automatic data transmission is temporarily unavailable, this does not mean that the device is "not working" or "not supported by the system."<br /><br />It is important to note that even in the absence of a connection, the meter continues to accurately measure the volume of hot water consumed and stores the data in its internal memory. Once a stable connection is restored, the accumulated readings are transmitted to the system automatically.<br /><br />In such cases:<br /><br />· the meter is registered in the information databases; · readings are accepted manually — by phone, through the call center, or upon the consumer's request.<br /><br /><strong>Why the installation of such meters is justified</strong><br /><br />It is important to understand: a "smart" meter is an investment in a long-term digital metering model.<br /><br />Even when readings are temporarily entered manually, such devices:<br /><br />· provide more accurate consumption metering; · reduce the human factor in reading collection; · are ready for automatic data transmission without equipment replacement as the infrastructure develops.<br /><br />This is a fundamental distinction from outdated mechanical meters.<br /><br /><strong>What comes next</strong><br /><br />Work on expanding the data reception network and developing digital systems is continuing in phases.<br /><br />As new antennas are connected, an increasing number of meters will transition to fully automatic reading transmission.<br /><br />Until this phase is complete:<br /><br />· consumers incur no additional costs; · manual reading submission is a temporary procedure; · charges are calculated in accordance with current legislation.<br /><br />We thank residents for their feedback and understand the questions that arise.<br /><br />All inquiries are recorded and used to prioritize system development and improve service quality.<br /><br />Sincerely, Veolia Energy Tashkent</div>]]></turbo:content>
